Charles Forsythe is an agent of the Bureau of Normalcy, who was responsible for containing and weaponising the Negative Spirit inside Larry Trainor, as well as experiencing the elemental powers of Rama. Forsythe also oversaw the operation to acquire Flex Mentallo and he took Mentallo’s wife Dolores hostage to force him to cooperate with the Bureau.
