The Secretary is one of the many alters of Kay Challis whose mind fragmented due to suffering sexual abuse from her own father at the young age of five.
In season 3, we finally see Secretary surface but only briefly. She's the one who actually recommended the Codsville Mountain Resort. Not only that, we get a little glimpses of her super power.
