During her time as a worker for the Bureau of Normalcy, Laura De Mille turned Shelby Dockery into a weapon, forcing her to participate in wars for several years until in 2019, Shelby and other metahumans escaped from the Bureau. In her attempt to redeem herself, Laura tried to investigate Shelby.
